Capítulo I
SE PROHIBE A LOS ENCARGADOS DE LOS ESTABLECIMIENTOS PUBLICOS Y A LOS FUNCIONARIOS Y EMPLEADOS PUBLICOS, TOMAR EN ARRENDAMIENTO LOS BIENES QUE EN LOS EXPRESADOS CARACTERES ADMINISTREN.
